The City of Memphis’ Division of Housing & Community Development (HCD) administers the Weatherization Assistance Program (WAP) for Shelby County through a funding partnership with the U.S. Department of Energy and the Tennessee Housing Development Agency. WAP works to promote energy efficient homes for low-income households through the installation of energy conservation measures. Examples of weatherization measures include, but are not limited to, installing insulation, reducing air-infiltration, performing heating and cooling tune-ups and modifications. When health and safety is a concern, the weatherization program will replace or install equipment to resolve the issue.
As a part of the program, clients will be educated on the proper use and maintenance of the weatherization measures, and energy conservation measures that are low-cost and easy to implement. This is an income eligible program. Priority is determined by household income, age of applicants, and the presence of seniors, children and disabled household members. Applicants are currently not being accepted at this time. When applicants are accepted, intake is based on a first come, first serve basis for qualified applicants with 100% complete applications and supporting documentation.
