ABOUT THE PROGRAM

The City of Memphis’ Division of Housing & Community Development (HCD) administers the Weatherization Assistance Program (WAP) for Shelby County through a funding partnership with the U.S. Department of Energy and the Tennessee Housing Development Agency. WAP works to promote energy efficient homes for low-income households through the installation of energy conservation measures. Examples include, but are not limited to, installing insulation, reducing air-infiltration, performing heating and cooling tune-ups and modifications. When health and safety is a concern, the weatherization program will replace or install equipment to resolve the issue.
Please be aware our weatherization program focuses on improving energy efficiency in your home. We prioritize services such as installing insulation, HVAC improvements, and preventing air leakage. If your home requires repairs, it may be deferred and may not be eligible for weatherization services under our grant.
PURPOSE
To increase the energy efficiency of homes, mobile homes, and apartments occupied by low-income persons, focusing on the elderly, those with disabilities, and families with children.

By weatherizing more homes, we will improve the housing stock in Shelby County with energy efficient technology and also make the homes more comfortable.

To reduce the energy burden of low-income residents in Shelby County Nationally, an average household spends 3.5% of its annual income on energy costs. In the Memphis area, half of the low-income households spend more than 13.2% of their annual income on utilities.

To improve public health by increasing indoor air quality through home improvements and reducing pollution generated from excess energy consumption.
